In most of the big enterprises, human resource or personnel
department is set up under the leadership of a human resource or personnel
manager who has specialised knowledge and skills. The human resource or
personnel manager performs managerial as well as operative functions. He
performs the basic functions of management like planning, organising, directing
and controlling to manage his department. He also has to perform certain
operative functions of recruitment, selection, training, placement, etc., which
the other line managers may entrust to him. He is basically a manager whatever
may be the nature of his operative functions. He has to play multiple roles in
the effective management of human resources and achieving human relations in
the organization.
